Are the solar parks promised around Berlin really being built?
Solar parks get announced, auctioned and registered long before anyone checks they exist. paperclaw is an agent that keeps checking — every hour, on its own — and publishes what it finds, with the evidence.
Each heartbeat ranks every park by value of information (likelihood that a look changes what we know × megawatts × time since the last look) and gives a reason per pick: overdue plan, overdue promise, first look or re-check. Before any discrepancy it takes a second look for offset registry coordinates. Afterwards it learns: re-check cadence and odds per park type and district update from outcomes.
